Note 60 of 113 of Delphi 2007 Handbook
Note 60: Allen Bauer wrote on his blog about this issue [what happens when a constructor raises an exception] at http://blogs.codegear.com/abauer/archive/2006/11/03/28916.aspx, but I showed the problem at a conference at least a couple of years earlier.

Handbook Note 60/113 Exceptions in Constructors
Is that the correct url, Marco? It takes me to an
article about calling functions and stack manipulation
and other interesting things - but not exceptions in
constructors.

the blog entry was correct, but the link was wrong
(there was an extra space in it). I've now fixed it.
