As you probably already know, CodeGear has released a second update for Delphi 2009, focused on database components. Information is available in the Release Notes and in the List of Bug Fixes. The download is available in the registered users area. 

Among the bugs, this fix addresses the problem of having to deploy dbExpress configuration files (unless using some odd workaround), something that was not required in the past. Other fixes are relevant.

It has been confirmed in the newsgroups that there is ongoing work for a third update, as this was focused exclusively on the "database pack". In fact, you don't need to uninstall Delphi, as the database pack is a separate installation.
